Info wanted on MX400 VIVO

My friend is looking to do simple video editing on his computer. He wants to save as much money as he can on his new system. He was thinking about picking up an MX400 video card with VIVO so he can do video editing. I haven't heard to how good the video quality is when you edit something using this card. Can you do a clean 640x480 picture?

He's looking at the MSI MX400 PRO-VT32S
