Infinite Rebooting

I have a PC that wont stop rebooting at all. I get past the Post Screen, screen goes black like it is going to load Windows, then just back to the post screen. Its a friends computer so not sure what caused this. Seems to be a Hard Drive problem, maybe some system files got deleted? I can boot from the cdrom. Any suggestions on how to repair this? I guess worst case scenario is yanking the drive out to get the data off before reformatting, hoping to avoid that if possible.

I haven't use it in ages, so I can't tell you specifics, but maybe try to boot with the windows CD, but instead of reformatting, using the Repair/Recovery Console (I forgot the exact name of it). If you think it's missing/corrupted files, that might take care of it. I think you need to use keywords to repair when you use it, so google that info first.

I found the exact same symptoms on a computer recently. What happened is the hard drive would start up, start loading windows, then die. Sometimes, the hard drive wouldn't even get recognized. I figured it was a HDD or IDE controller problem, but ultimately I found it was because the power supply was provinding a smaller voltage than normal (4.4V) on the 5V rail (it was an Antec PSU). New PSU fixed the problem.

... I just suggested in another thread to check the PSU first. Same advice, but it's true that it's always the best place to start.
