inexpensive USB DAC

A friend of mine needs a USB DAC because his onboard sound gets a lot of static and interference from the rest of the motherboard.

Suggestions?
 
It appears to be unavailable from Newegg Canada and OOS at my usual retailers. But that device looks like just the thing I'm looking for. Can anyone recommend something similar/equivalent?
