Inexpensive PCI Express card for doing light Video?

I'm picking up this motherboard for a new build for my wife's parents:

They want to do some video stuff (Movie Maker, Adobe Premier Elements, etc.). Is the onboard video card sufficient? I'm not sure, so I thought it would be a good idea for find an inexpensive PCI Express card that would work well for doing video. The only real requirement is DX9-compatible.

Edit: Onboard card is GMA950.

The gpu is not going to make a difference,as far as I know, in the current release of the applications you stated. GPU's are currently only used for gaming, video PLAYBACK (important for HD) and folding in the case of ATI.
