Indiana's 'Religious Freedom Bill'

Here is another question, it appears that the new language completely guts the bill so why have it?

Past rulings on the Federal law made it applicable to Federal employees only. Most of the states that already had their own RFRA did so just after the rulings that limited the Federal statute.
 
So what would be an example where the modified law would help someone?

In the case where a conservative politician needs to appease his right wing religious nut-bag support base while not pissing off everyone else.
Other than that I don't think it has any real use.
