Here is another question, it appears that the new language completely guts the bill so why have it?

To show that they are religious and fighting the evil other people. People that wrote this into law knew the outcome, but it helps them get votes.

Past rulings on the Federal law made it applicable to Federal employees only. Most of the states that already had their own RFRA did so just after the rulings that limited the Federal statute.

In the case where a conservative politician needs to appease his right wing religious nut-bag support base while not pissing off everyone else.
Other than that I don't think it has any real use.
