Indiana Time Broken?

One of the time zone options for users is Indiana time, which is notable since Indiana doesn't follow daylight saving time, and as such, suffles back between central and eastern time depending on what time of the year it is. I would assume then that the Indiana time zone was designed so that users could select it, and it would change to the proper offset when the rest of the world goes to/from DST, but this isn't the case, as Indiana time shifted with eastern time this morning. Is this a broken feature, or am I just not understanding something here?
