Indiana ATOT'ers: 3MB lines coming now?

I've been using the dslreports.com test every few days now to test my speed for the 3mb line change. I just checked and got an uplaod of 486 kbps from the usual 368 or so. Download speed didn't change. Maybe they're doing upload first then download.
