increasing overclock on 9500pro?

i flashed my BIOS fro my 9500 pro, and managed to get about 340/300 on my card...
if i get a zalman HP-80 (the huge one that takes up the PCI slot nearest) will this increase my overclock as well as quiet my system?
also, how to get a TT smartfan2 w/o coolmod to run at only 1300RPMs w/o using temp or baybus/rheobus? (REALLY loud right now, i think its running full speed)
also, is there a way to tell the temp of the card or just like stop when i see the teesiest bit of artifacting?
