Increase XMS in Windows 2000 cmd.exe to 2MB?

I am using a DOS program that requires at least 2MB of XMS to work right. It says, "Insufficient EMS/XMS memory available for processing". No doubt it is because of the default XMS that is configured for Windows 2000 CMD.exe

How do I increase this?
