Increase Transmission throughput while decreasing Transmission Latency?

Is there a network card configuration guide to increase transmission throughput while decreasing transmission latency on a client Intel Gigabit NIC Adapter?

e.g. my Transmission buffer is 512, my receive buffer is 256, RSS is enabled and queue is 2 (max)
