Brazil said it had submitted a new resolution together with Germany and India to expand the UN Security Council's membership.

The proposal is similar to that presented last year by Brazil, Germany, India and Japan -- the G-4 -- which failed to secure the necessary two-thirds majority in the UN General Assembly.

The proposal ran into opposition from the United States and China, both permanent members of the current 15-member UN Security Council.

"Today we are closer (to reform) than we have ever been, but it is difficult, we can't deny it," said Foreign Minister Celso Amorim.

While Japan was not formally sponsoring this latest reform proposal, Brazil, Germany and India would continue to consult with the Japanese on the issue, Amorim said.

The countries have proposed boosting the council's membership from 15 to 25, with six new permanent seats and four new non-permanent seats.

The UN General Assembly plans to review the issue by the end of the year.

Amorim said the makeup of the Security Council was outdated, based on the international political structure of 1945.

I think it would be a good move, the landscape does seem outdated somewhat, and emerging countries should have a voice in the Security Council.

I wouldn't mind Germany and Japan being in the council, but why does Brazil need to be in it? India...I don't really want them perm members either.

Democratize it! Democracy is the latest craze, let's take it to New York and make those countries campaign for seats on the SC!! :)

edit: btw, partially joking. I'm not ntirely sure that'd be a good idea, but agree that the SC's current structure doesn't make a lot of sense anymore.

India has one sixth of the world's population, and one of the most rapidly growing economies. They have a functioning, relatively non-corrupt elected government. And, frankly, they are Hindu predominantly (not radical Muslim). I certainly have issues with the rampant export of jobs to India, but how do you ignore the world's largest democracy?

If you haven't looked at the figures, Brazil's economy dominates it's entire continent. They even have some strong technology exports into the US, such as Embrair passenger jets. Brazil is more than Carnival...to leave them off the council is basically saying that the entirety of South America really doesn't matter.

Japan is an easy one...ironically, I am less sure about Germany at present. They still have some economic work to do..but in the end I guess they are hard to ignore.

Well, I believe that military strength should be a consideration when putting a country as a perm SC member...Brazil just doesn't have any strength. India is hard to argue against, but it's still third world. As far as Germany, they have the 3rd largest economy in the world and are basically tied with us as biggest exporter, and their military isn't so bad either.

But that was just a fluke caused by WWII...but then again, I guess that applies to the entire SC... :confused:

Who said the Indian government wasn't corrupt? There was a huge scandal on one of the ministers just a few weeks back.... there have been plenty even before that....

Personally, I think the criteria should be who is most in line with the UN resolutions and whether they have any outstanding disputes.

IMO, the best solution would be to get rid of the security council and making the general assembly decide on all issues. It gets ridiculous when Russia or China veto particular US proposals and vica versa. If such changes are not adopted in the near future, we mght as well call the United Nations; The League of Nations.

Oh boy, we have the winner here!!!!

Lets kick out India (the second most populous country in the world, a major contributor to the U.N peacekeeping force, out of security council. Lets bring in the Germans, so that they browbeaten into towing the rest of the hypocritical First World's line.

You probably still believe in a flat earth extending from Japan to Turkey.

I think Germany, Japan and India are great ideas, I'm not so sure about Brazil but the idea of having at least one member per continent isn't bad and Brazil is easily the most powerful country in S America.
