Increase FSB with a low multiplier or vice versa???

Example: Will performance be better with say an OC of 9 x 400=3.6 or 10 x 360=3.6 and why?

In almost all "real world" situations, they'll perform the same. With benchmarks, especially anything that's memory-intensive (SuperPi, for instance), the 9x400 will be faster.
