Income tax question

Is your state income tax and local income tax the same thing?

I got a booklet today that says I never filed my local income tax.
I have a copy of my completed Federal and State forms.

I filed through TaxAct last year, but how the fuck did I miss the local form? Why doesn't TaxAct have the local form?

I knew doing my taxes myself was way too fucking easy...

the booklet just basically says i didn't file my local tax form and they give you the form to fill out. Also has instructions on how to fill it out.
