It seems like as if they are topless. Are they really topless, or is it some camera technique to hide their bra? If they are naked, how might I obtain the position of a lowly assistant on the set?

Read it again. Chicks in showers, shaving there legs, or other nudish type scenes in commercials are Professional TVs(dudes!). It's a strange law from the 1950's that is still enforced today. I recall back in the early '80's there was an attempt to rescind the law, but in the end a compromise was reached. That compromise allowed the use of computer graphics to paste a chicks head on the TV model.
