Without any distasteful aspects?! That's essentially eugenics... in fact that is eugenics... and if I'm not mistaken any kind of forced sterilization is considered a crime against humanity under international law...
Sure we would. If it's government run, there would be slips through the cracks. Those kids who slip through and shouldn't have can still do the grunt work. Since there will be less of them they'll have to work probably 110 hours/week, though.Problem is we wouldn't have anyone to do the grunt work.
