in need of cheap OCable setup

I don't got too much cash to spend but want to upgrade my oldie Athlon XP based machine.
Looking for a decent Sempron 64// A64 similar option for OCing.

I am thinking 754 A 64 2800+ or Sempy 2500+ // 2800+

any 1 here got any advice on what's the best CPU for me to go with. The goal is decent OCing with cheap base CPU.

Also please advice on a decent motherboard as well for 754 etc. moderately decent OCing ability but cheap.
