it says under available drives:RECOVERY and under protection: Off

thus I can't create restore points

any help?

Just recovery drive and that's it. No C or E

I got it from dell online like 4 years ago
I'm just guessing here but I'm thinking the Recovery is your recovery partition that restores your PC like it came from the factory. It may be normal for restore points to be disabled for that drive/partition. It's kinda weird that you don't see other drives/partitions like your system partition. Then again I have never owned a Dell.

Restore points aren't that great to begin with. Regular full images of your machine are much better. If you can't do that then backing up your important data on a regular basis will suffice.
