The problem with these types of gameplay is actual players hate it because it punishes you for playing smart and wasting ammo like that is a lazy move by the devs thus why so few games use it.The only game I can remember playing that had a memorable reloading mechanic is probably the original Gears of War, where strategic reloading awarded bonuses and failure resulted in a jam. IIRC you were encouraged to empty the magazine before reloading.
I forget which game it was (maybe it was Gears of War again), but if you loaded a new magazine, you did not get to keep the rounds left in the old magazine.

A fps should be about shooting things and not playing mini-games to just reload.
As others have said, would you rather be reloading when in a shootout with someone, or at your own time in peace and quiet?
