Only way would be to install one of those breathalizer things in his car I suppose.
I was discussing DUIs with my hommie last night. The percentage of people that get caught driving under the influence is very small (something like 1%). To get as many DUIs as this guy you either live in a small town or you do it so often (like daily) that eventually you can't escape the small percentage.

Treatment would be better, but the system doesn't work that way. As it is, most jails are too overcrowded to worry about non-violent/non-drug related offenders.
