In California, is it a violation if your car's hood doesn't open?

For example, if you were pulled over and a cop wants to look under your hood, and the damn thing won't open--what happens? Is there any law stating that the hood MUST open?

Well, they wouldn't have any reason to look under mine (all stock), but even if they did, i was hoping for some rights 😛
 
a cop popped my hood after pulling me over for no front license plate. actually i find everytime i get pulled over now i have to open my hood. then i have to explain what everything is and show the CARB numbers for everything i have. sometimes ill even give them short lessons on turbocharging and safety gear used inside my car. then after wasting a good hour of my time i get to go home or wherever it is im going.
