Things to do/see? I'm limited to public transit and walking relatively short distances. (Less than a mile, please)

Everything in NYC (all 5 boroughs) is within a mile of public transportation.

This.

There is a SICK spot in Manhattan, midtown called Fat Cat. Actually serves PBR's for like $2 and has every bar game known to man. They have random musicians doing impromptu sessions, quartets practicing, etc., etc. Hole in the wall, but good vibes.

My sister runs a spot in Brooklyn called Eastern Kingdom. Small joint.

That place is fun, but to come to NYC to drink PBR? Bleh. I wouldn't clean a toilet with that stuff.

There is a ton to do in Austin, even without a car. Unless you are up in Cedar Park or Round Rock or some other suburban hellhole. If you are anywhere centrally located the bus can take you most anywhere. Everything to do in Austin during March is centrally located.

Edit: Quick list...Zilker Park, canoeing Town Lake (or paddle boarding if you like wasting money), walking/jogging Town Lake, 6th street all weekend, Continental Club for music, Ephriam Owens playing Jazz at the Elephant Room, eat anytime between 10p-6a at Magnolia Cafe on Congress, get the beef fajitas at Polvos, get the chicken mole at El Chile, grab a beer and a burger at Hopdoddy's, get pizza or just a slice at Home Slice, if the sun stays out like it has been today (reasonable) then Barton Springs Pool would be nice to lay out at.

Interesting you mentioned continental club, I was just there for a blues band. They were alright but I was looking for a certain crowd.

I'm staying near UT Austin. There's also this "festival" going on called Honk! And I heard some of that. Wasn't interested. Some country that I wasn't interested in.

Try east side king at the hole in the wall for lunch. Try the ramen, but the brussel sprouts and beets are surprisingly good too. There are also some early happy hour + band things there. If you're into soccer, quatros gets crowds for that. For cheap good beer, crown and anchor.
