In a college town, does population...

In a college town, does the population of the city include the student population? In other words, if you hvae 40,000 students and the population of the city is listed as 70,000, are there apprx. 70,000 people living in the town including students, or 110,000?

My guess is that the city population is the number of people who have a legal residence in the city, either owning or renting an apartment, so I think that population would include all students.

For Davis in NorCal, the population includes the students. There are ~30,000 students and ~30,000 residents, I believe.

As resident of a town of 12,000 with an additional 10,000 students during the winter... the town population does NOT include students.
