In a business, who designs the product?

Take an MP3 player. Who tells the engineers to include an FM tuner, voice recorder, etc. into an MP3 player?

The marketing department does all of the above. They do the market research, work with the package designer, come up with prices, and direct the advertising department.

Really? I thought the marketing department was responsible primarily for advertising, not telling engineers what to physically put in a product. (I'm not talking about aesthetic design, I'm talking about which features to put in a product)

Examples: Adding voice recording capabilities to an MP3 player, adding a larger image buffer to a camera, designing the UI on a car stereo, etc.
