Improving air flow without cutting steel?

I have a Chieftain 1040, running with 2 input fans in front and two output fans in back. The motherboard is ABIT VP6 dual PIII/700 @ 933.

Now that summer is here, the temps start rising. I believe there is not enough incoming air to match the outgoing capability.

The drive bays are all full (9!), which obstructs the input air. And, my ATI AGP card is long enough that there's not much passage space between the bottom front and the upper rear, i.e., from the bottom input fan to where the CPUs are. A while ago I put a piece of cardboard diagonally from the very bottom front up to resting on the AGP card. That lowered the temp about 8C.

I do not want to make holes for more fans, and the thing is too loud already :(

Any ideas as to how I could improve air flow from the bottom front to the rear?

You could possibly try reversing the direction of the exhaust and intake fans. This is usually counter productive as the PSU and fans end up exchanging air, but it could lower your CPU temps. If you do do this, duct your PSU exhaust up so it isnt taken right back in by your intakes. The no-free methos would be to buy stronger louder fans. Removing your stamped fan grills will also help airflow.
