My Google Voice messages are showing up in the Message app, does anyone know if I use the Message app to respond if it's sent as an SMS or is routed through Google Voice?
 
if you send it through the message app and it's not using imessage, it'll send it as SMS, not through GV.

in the Google Voice app there's an option to display them also in the native message app.

Just turn that off so you don't get them in two spots.
