Would we act different? - Possibly but not much. The main difference is that geekswould have to gather together to play RPG's like the old days. And we would have to go to stores to shop, and if we wanted to check the price or specs of something without going we would have to call the store
Would we be smarter? - Nope there is always something else to waste time doing
Would we be in better shape? - see previous answer
Would the crime rate go down? - Crime rate would probably go up with more people out of the house

Look at the 70s-80s when very few people had access to the internet. You can even look at early 90s and get a pretty good idea.
