Imageshack and eBay

doesn't look like it is, but there are quite a few image hosting sites like that... dumpanimage, uploadany, letmehost, etc.
 

You can use ebay for free. Upload the images in the image upload section, then copy and paste the URLs into your description and delete them from the image upload section. They will remain active through the auction even though you're not paying for them.
