Image Viewer that reads Unicode

Hi guys, I figure someone probably have some good info on something that's been bothering me. I've found very few image viewers that have full unicode file support. The only ones that I've found so far are Ashampoo PhotoCommander, ExifPro, Picasa, and the Microsoft viewer. Does anyone know of other full featured image viewers out there? Exifpro has been the best so far that I've found.
