Image Problem--lack of bandwidth/power to video card?

more info: it seems that by setting it to a very low res (less bandwidth needed), there is only a VERY small amount of line shimmering. AND, the burn-in effect described earlier when changing the hz is completely gone.

It's getting better the lower the resolution? That means something isn't outputting or inputting enough bandwidth, so it could definitely be a monitor, video card, (less likely mobo/PSU/BIOS). I'd RMA the monitor if I were you (you already had your video card replaced). Is it fine on any other PC (sorry if you already mentioned)? Just leave the PCI-E bus at 100 MHz. First thing I'd try is a new cable (again, sorry if you mentioned that already).

thanks for replying...i have tried the monitor on another computer (using both vga and dvi) and it works....before RMAing the video card, I had tried using the vga cable and that also works (on this computer). The only thing i haven't tried is a new cable....should i try and buy a new one even though i have tried the dvi cable on another computer (same monitor)

something strange is happening now.....this started recently....every time when i enter my bios, my monitor would report "Cannont display this mode" (IOW, it means like no signal or something on other monitors) but when i shut the monitor down and turn it back on, every thing works and i'm in the bios...
