Image doesnt take the whole TV screen

hi guys. i hope this is the right place to ask:

i have a 42 inch TV connected to my 25.5 inch computer LCD screen, but the image on the TV, while showing everything my computer screen shows, doesnt spread on the entire TV but only on about 41 inches if it. i have dark borders around the image. it's like a paid for an inch im not getting.

i dont know if the issue with with my driver or with my TV or what.
i'd LOVE some help.

im using an ATI HD6850 card and my TV is a Haier LCD TV.
windows 7, BTW.

Go into CCC, My Digital Flat-Panels, Scaling Options, Set to 0%.
