Is their anything I can do legally? They advertise highspeed internet as part of the package.

hah, legally? i suppose if they explicitly defined "high speed" in your contract

Legally? I'm sure their lawyer drew up the lease you signed.

It appears their definition of "high-speed" is much different than yours. 56k is high speed compared to 14.4.

but with your upload that much higher, there is either a problem or some nutjob in the building is pulling mega GB of crap of kazza or bit torrent/whatever the current pirate software method is

:( That makes me sad. At my old apartment I got ~850 KB/sec
