Looks like they funneled money through a third party, disguised as consulting fees. This is just for my city. What are the odds they've done the same thing in many other cities? Pretty good, I'd say.

In an plea deal released by the Federal Court Friday, Karen Finley, former CEO of red-light enforcement company Redflex admitted to bribery and fraud.
Sources of 10TV say one of the elected officials who was paid money by Finley is Columbus City Council President and democratic mayoral candidate Andrew Ginther, as well as other city officials.
In response, the FBI is currently issuing several subpoenas to various Columbus city officials.​

100% I'd say, those things are gold-mines, that's why the Co's do the install/maintenance/monitoring for a 50% take on the citations written.
