The majority of our current projectile based weapons technology is over 100 years old. Much innovation has been prevented from reaching or taken away (through bureaucratic red tape thats nearly impossible to overcome) from civilians because of either the acts of a few idiots (the mob in the 1930s, gangs and lunatics) or a paranoid government. The majority of citizens responsibly own whats left to freely purchase (without a hassle).
I say it should be not only be easy to purchase fully automatic weapons at Wal Mart if you pass a background check, but all weapons innovation should be shared with civilians. I think one day we may very well produce energy based weapons like phasers with various settings including stun and kill (even emitting a wide beam for disabling multiple targets simultaneously). Extrapolating current laws, prohibitions and general paranoia about innovation reaching civilians, you can bet we may never be allowed to carry this energy based weapon.
If we ever suffer an extra terrestrial invasion we wont even be able to go out with a blaze of glory. :|
