Her contract of employment should include details of how many days can be taken, and whether allowances can be carried over from one year to the next.
If the contract doesn't mention important aspects such as that, you've got bigger problems than someone taking a lot of days off.

WTFBBQ, most companies limit the amount of paid time off you can accrue.
If I were in that spot, and set up with Direct Deposit, I'd be taking a 1/3rd year vacation and knocking off a HUGE portion of the "list of places to travel to"

Ok, so this girl at my work, who everyone unanimously hates working with, has taken off 27 days this year, is it too much to ask that she be fired?
I want to fire her, but my boss says I cant, because her dad is wealthy and popular(just a guess), but he also wont let me hire anyone else, so tonight I got my balls busted from so many customers because of wait time, we were two employees short because the other guy I sent home after he threw up on our counter. I work at a pharmacy btw.
Am I pushing it since Vie only been her boss for 4 months? I feel that once I was given eh promotion it should be up to me, as long as I work her hours until I replace her, but I?m only 17 so I have to get an ok from uppers before firing someone.

I worked from 6-1 today and she was supposed to work from 8-3, she didn?t show up, but she did get another lady to come in for her, however the lady that came in to work for her was not trained to do the jobs that needed to be done, so a sent her replacement home and wrote her up for being absent without contacting us.
I also cut her pay from $7.50 and hour to minimum wage, and I?m am working on cutting her down to 5 hrs a week, then I will hire another employee, I don?t care what Chris(My manager) says, payroll going out will be the same. I'm also documenting any and everything she does wrong.
Anything else I should do?

Consult it and document each transgression.
Schedule a performance review. She will need to acknowledge her acts, by signing that review.
Then, when it continues, after giving her a written warning and an account of what continued non performance will get her, she can be terminated without fear of her being able to get Unemployment Insurance. That may be her goal anyway.... Get fired, the collect "free money."
Give her one day a week. She needs to give you her schedule so she can't claim you knew of her prior obligations.
When she fails to show, terminate.
Also. she needs to be put on notice that scheduling people is YOUR job, not her's.
PS consult local emplyment regulations for legality BEFORE doing ANYTHING

Even though no written document exists, there will still be an implied contract. In many areas there are certain requirements for rights and obligations for the employee/employer, and there'll be laws that set out exactly what those are.
You need to find out what these laws say.
