The only problem I see with this is that it is a blatant misuse of the carpool lane(although, in the end, it probably saves gas and helps the environment)

The idea behind the carpool lane is that it gives people an incentive to "buddy up" when driving, thus reducing gas usage and keeping cars off the road.

OTOH, having cars idling in traffic like that also wastes gas(0 movement = 0mpg) and if he can get them moving, that helps alleviate the problem.

It's actually done in SF too..but I'm guessing if you stand right before the freeway entrance where there's bad traffic, a driver at a whim seeing the backed up cars just might pick him up..
