I'm out of ideas - Help please!

Due to a recent move and the fact my wife hates seeing wires, I can no longer hardwire my main desktop pc.

I'm running a TP-link PCI wiresless card (TL-WN851ND) with the most recent drivers, and Tenda W368R wireless router (300 mbps N) with 90% signal strength

When I run a speed test from my laptop (Dell E5430) I get:
Ping - 6 ms
Download -35 mbps
Upload - 42 mbps

When I run a speed test on my phone (GS4)
Ping - 8 ms
Download -22 mbps
Upload - 36 mbps

When I run a speed test on my desktop
Ping - 4 ms
Download -11 mbps
Upload - 13 mbps

** All tests done from the same location in our place**

I've tried a different PCI card, a USB wireless adapter, and a different router..... not sure what else can be done.

Any idea what on earth is the reason my desktop is so much slower than everything else?! .... or what I can do to help improve my speeds?

make sure that you are using WPA2-PSK (AES) and that WMM is enabled. Otherwise, connection might fallback to "G", whch your numbers support.

Are you using 5GHz wireless? It's enormously faster than 2.4Ghz.

Sometimes 2.4Ghz interference can lead to instability in performance like this.

Should be, I'll have to confirm tonight when I get home.

Where the Antenna of the Desktop is physically located?
Back of my case (PCI card), corner of the room but 12" from any wall or structure, on top of the desk.

It's been a long time since I've used a desktop with a wireless card, but I used one that had its antenna on a cable (like this) so that you could locate the antenna away from the desktop's chassis to get a better signal. I have no idea if the card I linked to is any good, but you might want to look into something like that.
