Hmm back when I got married my wife checked into what would be required for me to move to Montreal. Unlike the rest of Canada in order for me to emmigrate to Quebec I would first have to apply to the province first. My wife sent off whatever was required and we never heard back from them. Guess it must have been that whole French thing.

Read the FAQ, he paid off his loans before he moved. An it wasn't because of his credit history.
