I heard a story a long time ago, and I never remembered the book it attributed to. Hopefully someone will recognize the plot and know the name, or how to find it.

So basically there are two super powers on earth, think USA/USSR during the cold war. But I don't know if it was actually USA/USSR or just some fictional countries that resembled them.

So some alien beings show up and start conquering earth. The only way to fend them off is for the two super powers to join forces and cooperate. Their joint teams of scientists come up with a super computer that can calculate a weakness, or a strategy, or whatever, to defeat the aliens.

But because both super powers are afraid that once the aliens are defeated, the other side might use this new computer to conquer the other, they come to an agreement. One side would be responsible for collecting and inputting all the data the computer needs, and the other would execute the instructions the computer spits out. Separation of duties so to speak.

So everything goes according to plan, side A does its job, side B theirs, and the aliens are repelled, yay.

Leader B admits to leader A he didn't trust the computer, so he ignored the output and ran his own plan. Leader A admits to leader B he also didn't trust the computer, so he entered the fake data in an effort to get the computer to generate the desired output.
 
Not that book but sort of the same setup.
Harry Turtledove's Worldwar: In the Balance series is an alternate history what if aliens invaded during WW2 series. They were alright if you are into those kind of stories.
