While I believe that the States make up the Union and voluntarily joined, the states, possibly unwittingly, relinquished their sovereignty when they joined into a Federal Republic.
Part of being a federation is that it is permanent. Membership in a federation is not voluntary.
OTOH, there is the 9th and 10th Amendments.
That's the problem with the Constitution--there are 2 ways of interpreting it. However, since it's surpreme over the states, the Hamiltonian interpretation will win out.
In any event, secession is a natural right, but the Constitution wasn't exactly designed to protect natural rights.
