I'm having trouble locating details on the basic broadband required by the FCC

few years ago a law was passed stating, due to the monopolies involved, that each provider was required to offer a basic broadband connection.

Oh, that. That's the Internet equivalent of what are commonly known these days as "Obama Phones". Not just everybody can get it. You have to be considered low income and meet other similar requirements as those that qualify for welfare and food stamps.

Uhh, nope. No such thing. Or else, 90% of the internet-using population would be on that plan.

Edit: Unless you are referring to something like Netzero dial-up, unlimited internet for $9.99 / mo. Of course... it's dial-up. Not broadband.
