im having trouble booting from a CD...

im trying to boot from a windows disk so i can format a hard drive so i can sell this computer. my only problem is it wont boot from the CD. i checked the bios and its set as A drive first, then cd, then hard drive. i tried both CD drives and the damn thing just wont boot from the CD. how can i get it to boot? oh, i reset the CMOS and that didnt do anything.
 
Have you verified the CD is bootable (stupid question, I know)?

I'd try making the CDROM the first item in the boot listing.
