athlon 2500 @ 2.0
asus A7N8X
gig of Mushkin 3500 level II
maxtor 120 gig 8 meg
slk-700
500 watt aspire PSU
128 meg ti-420
Cable Connection

since i reformatted my computer, my lag in steam(both CS and DoD) has been unbearable. its about 5 FPS. i dont understand why this is happening. my video card fan is running and the card is not over heating. my CPU is at 38C. ive tried 2 different Nvidia drivers to no avail. ive also tried both openGL and direct3d, no difference. my brother is able to play just fine with his rig which has similar specs to mine. whats going on?

EDIT: i tried playing medieval total war to make sure my other games worked fine, and that was choppy as hell too. is there a problem with my video card? the fan is spinning and its not warm...whats going on?

**UPDATE**

i tried my brothers 4200 in my computer and the same problems persisted.

ive tried:

2 different vid cards
several different video drivers
several different games.
my temps are fine

WTF?!

UPDATE #2

ok, ive narrowed down my problem. whenever i move my mouse the game stutters. ive tried CS, DoD, and MTW. if i use my arrow keys, the game is smooth, but when i start to move my mouse isntead of the arrow keys, it stutters again. i tried 3 different mice, nothing. i tried using the usb conneciton, nothing. i used a usb connection not on the mobo, nothing. it is deffinately something with my mouse though, it only stutters when my mouse move, not WASD or my arrow keys.

this is the weirdest thing ever...WTF....

Check your internet connection speed in Steam is set to the right setting, also do you get the same problem with other servers through Steam and I presume you are going for low ping Steam servers.

Don't try on the internet. Start your own listen server and see if it is really slow then.

You'll also get more responses if you post on www.steampowered.com's forums :p.
Your specs look similar to mine, minus the excessive PSU and the SLK-700 (I use the SLK-800A), so it has to be a software problem. Are other games on your PC slow too? You have to try other games first, because Steam isn't exactly the best-made program in the world :).

As far as the overheating thing, I have seen video cards overheat in games and they haven't slowed to a crawl because of it. I doubt that would be the source of slow fps, because when I saw someone's video card overheat in games, it crashes or freezes first :). It is nice you pointed out the temperature, though!

You may want to try putting your BIOS on your failsafe defaults if you find another game to play and it runs slowly as well. Thats the first thing I would do, anyway. Good luck!

Did you use the max fps command? While in game press the "~" key and a console should come up. I don't remember the exact command but I think it's fps_max, and enter in fps_max 100. Try that and see if it helps at all.

I have a solution. Go to your CSTRIKE folder and delete config.cfg file. If that's not it, then maybe somenone else will help.

Shot in the dark, but did you accidentally install the debug version of the DirectX runtime? Have you tried re-installing the newest "retail" DX9.0b runtime version from MS?

Have you run DXDIAG.EXE, and checked that DirectDraw and Direct3D accelerate are both enabled? (Requires a reboot to make changes effective, IIRC.)

I'll pm you my address and you can send it to me and I'll see what I can do ;)

But seriously, I have no idea what might be wrong but I do have a very crazy idea that might help...check to see what your processor speed is, maybe it lowered itself for some reason

I had a odd stuttering problem like you mentioned here and solved it by disabling all "spread spectrum" options in the BIOS. Worth a shot.

Sounds driver or directX related to me. If anything, try reinstalling windows (since you just did a clean install right?). Should save you the frustration, although I'd like to know what caused this...

If the mouse is USB - it could be sharing an IRQ with the graphics controller... which could be the reason as to why this is happening. Is the graphics controller + USB controller sharing the same IRQ?

Click start button then go to Accessories,System tools then System info, that`ll tell you which IRQ`s are being shared /used etc....
