My temp is at 59 C when I have a load, and my cpu is clocked at 1.6 with stock voltages...

I just cleaned my cpu and heatsink and reapplied artic silver, following the directions at the arctic silver site very close, i didn't apply any to the p4 core, just to the heatsink, and it didn't help at all, is there anything that anyone could recommend? Maybe I just need to ditch this heatsink and get an alpha?

I have applied arctic silver 3, about 3 times, because I didn't think that I did it right, then i got the real instructions, but I think that its too late? I have a couple of scratches on the bottom of the cpu, but, nothing too too bad.

I used to be clocked at 133fsb and have temps from 38c idle to 45 on load, now im at 100 and its 47 idle and 59-60 with load..

Sounds like you have a heatsink problem. If your cpu is scratched, that may affect it cause it's such a small surface you really need all you can get. Also, I'm not sure if it matters that much, but the AS3 site instructs you to tint the heatsink and apply the layer of AS3 on the cpu itself. I'm no expert on this, just a suggestion. Your temps are definitely high, mine runs around 32c idle at 100fsb with the stock hsf.
