If you can play a guitar you can play the bass, it's not so easy going the other way.

Start out on an accoustic with steel strings and you'll be able to play everything.

acoustic has its benefits, but to play a good electric guitar, there's only one way to learn - play on an electric guitar. it's hard to learn to play good lead on an acoustic.

I'd suggest starting on guitar though which instrument you start with isn't as important as your level of devotion/practice time and attention to detail regarding technique. I've seen several damn good guitarists pick up a bass and shred so hard my ears bled. I've also seen a few bassists do some kickass things with guitar though.

umm... guitar and bass are two different beasts

lots of guitar players just learn chords and give up.

I learned on the bass, then picked up the guitar. I've never considered the guitar my main instrument. Bass is so badass
