I'm getting low voltages on my 3.3V rail

I started MSI Core Center (the motherboard/CPU monitoring program) after a restart and all of a sudden there's a siren sound from my speakers. Apparently my 3.3V rail is running at around 2.91V, what do I do?

That's what I was thinking of doing, but I don't have access to one right now.

I've shut down and made sure everything was connected properly and restarted. It's now at around 3.05V which is still low. I've never really paid much attention to it so I don't know how long it's been like this. What components use 3.3V?
