I want to use a ATX Y adapter to power two motherboards...

If I snip the signal wire going to the 2nd motherboard that triggers the PSU to cycle on/off, and use the signal from the first MB to cycle power of the PSU, will the 2nd MB still wait for a button press to boot?

Both systems will be powered up/down within moments of each other during 'normal' operation...any negatives I'm not thinking of here, by sharing one PSU?

No, it won't wait. PS On #14 to ground turns the PSU on, so both boards will go with one press.

Not knowing anything about this, I wonder why a Y-adapter would exist that requires snipping a wire in the first place?

Well, the board with the intact wire will be the master. If both wires are left connected, shutdown can't be commanded because the slave board will be keeping pin 14 grounded. What would happen is that the master would reboot, and the slave would do nothing, and vice versa if the slave was commanded to shutdown. I guess the Y connectors don't make any assumptions about desired configurations.
