Hopefully they actually APPROVE people, unlike in CA which has a CCW program but doesn't approve anyone.

This will be very interesting. Everywhere else that has CCW has not turned into the 'wildwildwest' as predicted. We'll know within about 2 years if it's working or not, depending on the number of approvals.

7th Circuit ruled the Second Amendment permits citizens to take guns out of their homes.
Hah no kidding? Like you have the right to assemble outside of your home and you can practice religion outside of your home. Ridiculous to think that the amendments could only protect your RIGHTS(not needs) within the confines of your own home...

From the language I was reading anyone with a valid FOID card that passes a more extensive background check and pays the fees will be approved.

It's equally ridiculous to believe there's an amendment protecting the right of the government to own firearms (that terrible "organized militia" argument) but some people are stupid enough to fall for anything.

The law as approved by the Legislature permits anyone with a Firearm Owner's Identification card who has passed a background check and undergone gun-safety training of 16 hours - longest of any state - to obtain a concealed-carry permit for $150.

Sounds like it's shall-issue to me. They basically took the already-present FOID requirement and slapped some extra training on top. So if you can get an FOID (which is also shall-issue from what I've heard out of Illinois, provided a clean background) you're good.

Awesome. But I still have to pay $180 (FOID + CCW), plus 16 hours of instruction, to practice my constitutional right. So I'm being poll taxed for my 2A rights. Somehow this is OK, but, people can't bear the expense of getting a free National ID card. I love how Gov extorts money out of people...

It really depends on where you live in California. My Sheriff routinely OKs CCW permits, other county Sheriffs actually have a "must issue" policy.

Shall-issue sucks.

Good news. I am in favor of gun control, controlling access of guns to gang banger types and thugs, but I have no issues at all with non-criminal citizens walking around en masse with concealed pistols, and they are involved in low numbers of violent crimes historically.

Grats to Illinois, I've always considered it a flat out travesty that CCW was verboten there.

Now to see if the implementation is serious, or will it be a case of 'make them jump through as many hoops as possible while piling on fees' to make it a real pain for those who want to carry?

This won't solve the 50+ deaths per week by shooting in Chicago.

I agree, sure won't. What I'd like out of this, though, is a decent increase in citizens with guns. Along with that, a decent increase of home invaders/assaulters moving into the morgue, which would then in turn (hopefully) make more animals think twice.

wow..im shocked.

You can thank the courts. They ruled Illinois's ban unconstitutional, so the gun grabbers had a few months to come up with reasonable regulation, or have no regulation at all once their time was up. That gave pro-gunners the veto-proof majority. IIRC CCW has been approved by both houses in IL before, but the various governors (elected by big Chicago) have always vetoed it.

Nope, it certainly will not. But I wonder what other erroneous causes will be cited next time?

BTW, Caracas, capital of Snowdens asylum country, averages 51 murders a day. Maybe they are better shots or don't hold their shitty little semi-autos sideways gangsta style.

Perhaps you missed paying $150 to practice your 2A right, along with paying for 16 hours of classes? Entirely expected of course (I'm shocked actually it wasn't something like $250, $500, etc given how far IL is in the hole with debt), but still, rediculous.

Im OK with 150 over 5 years, esp since 500-1000 dollars was being thrown by the chicago dumb-o-crats

LEA's have 30 days to contest an application, and ISP has 60 days after that to approve it

the extra 8 hours is stupid. it means we wont reciprocate with anyone(most likely) which is stupid

no pubic transit, no schools, no day care ETC

I hope public transit gets shot out of it fast

its really a poor tax on the 2A, cant afford to drive where you want to go? you dont get CCW. amazing that it was put in by democrats rep'ing the poor parts of chicago. its class warfare 101

I wonder how someone can practice their 2A right on public transit they're paying for if they can't carry when having a concealed carry permit. How can a woman who has to walk through that parking lot alone at night when she gets off work late defend herself if she can't take her firearm on the public train she takes into work?

I'd ask what idiot makes up these provisions, but then, I know they're not idiots, they're calculating individuals. Oh well, at least we'll have something, it's better than nothing (likely exactly what they decided to do...'We'll do just enough to placate those wanting CCW, but <evil snicker> we'll still F with them and extort money out of them'). F'ing IL...
