Looks like my cable modem is dead, so I will be offline until @home replaces it (next Friday :(). Guess I'll have to brush up on my Descent3 skills in the meantime... ;)

I have a Slot1 P3 700e running at 1,008mhz 1.85v. Currently at full load it reaches ~50C, which is bothering me a bit even though it is perfectly stable. I have a Excel spreadsheat that calculates watts produced by a cpu when overclocked and it came out to 40watts at my setting from the original ~23watts. I have a Montac Arctic Circle which is rated for 100watts of heat dissipation. So, can I only use a 55watt peltier? because 55watts+40watts is 95watts, basically the tolerance of the cpu cooler. A 72 peltier would put it at 112watts. Is my logic right here? and would a 55watt cool it down somewhat at least? I'm looking for a minimum chance of condensation, lowest maintainence solution and I don't want it to be sub 10C.

That is not good mech. :(

Make sure that the @home people credit you for the time that THEIR modem was not working.
