IIS Upload Cap??? Help!

I've got a FTTB connection that I run a web server off of.
When I download (microsoft to the server) i get about 2.2MB/s. Dslreports.com gives me around 15/15mb.

When I upload to my cable connection at home (1900kb/s) I can only seem to get 100KB/s. If I use a program such as DAP, I can get about 250.

Any idea why my IIS streams are at 50KB/s? I know there's plenty of bandwith and there is no capped setting.

Any help would be greatly appreciated.
